Cathy Montie


Cathy has been involved in the Body Art Industry for over 44 years in several capacities including artist, facility manager, facility owner and licensed permanent cosmetics practitioner. Over 21 years ago Cathy established and still owns Absolute Tattoo, Piercing, and Permanent Cosmetics. Absolute is a well-known shop in the San Diego, California area. In the 90’s when Cathy set up business it was unusual for a woman to own her own facility. Cathy continues to lead and strives to make the Body Art Industry safer, while not infringing on the creativity of the practitioner. Cathy also owns and operates, a business that provides approved training classes to meet the Bloodborne Pathogen requirements of the industry

Cathy is an OSHA Authorized Outreach Industry Specific Trainer, serves on the California State Steering Committee for AB300 the California Safe Body Art Act of 2011, currently working on requirements with the National Environment Health Association (NEHA) and as of 2018 is also involved with the FDA. As a committee member, she provides insight to help unite the Body Art Industry with the regulatory agencies in a common goal of safe body art

Cathy became a Body Art Industry representative to the San Diego County Department of Environmental Health in 1997 and has participated in several of the county’s industry outreach activities. She continues to provide technical expertise as a member of the Department’s Body Art Ordinance Committee. Cathy’s expertise in the industry has led her to become an Expert Witness in court preceding regarding the Body Art Industry
